FECAP Calls for a Dignified and Smooth School Year for Teachers in Cabo Verde

Abrão Borges, General Secretary of FECAP, has expressed high hopes for the upcoming school year, emphasizing the need for a dignified experience for educators. The union is closely monitoring the fulfillment of promises made by the Ministry of Education, particularly regarding level changes, working conditions, and salary updates.

FECAP has reported significant progress in addressing the grievances raised by teachers, particularly concerning the transition list. A substantial number of complaints have been analyzed and rectified, leading to an improved calculation of the 16% salary increase for teachers who graduated from the former Pedagogical Institute (IP) and those holding Bachelor’s degrees. While many level change cases have been successfully addressed, some isolated instances still await correction. Additionally, teachers who submitted their degree certificates for placement in GEF 5, Level I, have seen most of their concerns resolved. Those who completed their degrees by December 31, 2024, and were previously listed as “Bachelor’s” or “IP graduates” have had their qualifications validated.

The pending cases have been forwarded to the DGPOG and Human Resources Services with a request for urgent rectification so that these teachers can benefit from the new salary and corresponding back pay,” Borges emphasized. FECAP has expressed optimism that updated salaries will be disbursed as early as September 2025, ensuring a smooth start to the school year while honoring commitments made to educators and recognizing their invaluable contributions.

The union has also emphasized the importance of considering years of service when implementing level changes and reiterated its commitment to advocating for justice and equity in this area. Furthermore, FECAP has taken a strong stance on recognizing the merit of teachers holding Master’s and PhD degrees, emphasizing the need for greater acknowledgment of those who invest in their professional development to enhance the quality of education in Cabo Verde.

In a separate announcement, FECAP revealed plans to improve conditions for retired teachers, with further details expected to be released soon. In closing, the union extended a message of encouragement to all educators: “From Santo Antão to Brava, we wish everyone an excellent 2025/2026 school year. To our colleagues in the islands affected by the August 11 rains, we express our solidarity and leave a word of strength.
